I. 引論 (1:1-18)

1:16我不以福音為恥(1:16a)．
    1. 這福音本是神的大能，

要救一切相信的(1:16b)，

先是猶太人，後是希利尼人(1:16c) 。
    1. 1:17因為神的義，正在這福音上顯明出來．[新世代 new epoch]

這義是本於信，以致於信．

如經上所記，『義人必因信得生。』
    1. 1:18原來神的忿怒，從天上顯明 [舊世代 old epoch]

在一切不虔不義的人身上，

就是那些行不義阻擋真理的人。
